agency or organization — not the Hollywood Chamber of Commerce, not the
Los Angeles Tourism and Convention Board, not the mayor's office —
bothers to track how many people visit the sign or even tries to put a
dollar figure on how it directly impacts tourism. The city itself
technically owns the sign and the land — it sits in the public Griffith
Park. Yet L.A. has ceded responsibility for its maintenance to the
state-registered trust, which in turn features a board whose seats are
majority-controlled by members of the chamber."
