The A.V. Club's review of Gotham's first episode makes a great point of the lack of care of it's characters with a simple thought. Why didn't the Penguin eat a raw fish instead of sandwich at the end of the pilot episode. The man he approaches at the end is a fisherman, who might have had some fish, or even a fish sandwich. It's that lack of care that tells you the showrunner and crew care little for details and barely get Batman.
