NBC4 Weird Reminder About Black History Month

To me it seems derogatory towards black people.Why does she smile during no coloreds allowed? .Also, I swear when I first saw this on TV four white newscasters popped up right after it. Found this also about the NY NBC Dinner of 2010 in honor of Black history month with such food as  "fried chicken, collard greens and black-eyed peas" that spiked a bit of a controversy.

I don't know if they filmed more and it was just cut bad, but yeeeesh.
